Anyone can join the two local libraries, which have a huge stock of photography books between them. Just take some ID along. Once you've got your library card you'll find you can login at home to reserve and renew books, it's a great service.

The Barbican library (City) has a big oversize section (turn left past the desks, walk through the magazines, then turn right).

Finsbury library (Islington) holds London's reserve stock of photography books in it's basement. You can order them online and when they've brought them up you'll get an email.
